Arunachal remembers Bhupen Hazarika

ITANAGAR, Sept 8: Arunachal Pradesh joined the rest of the world in celebrating the 87th birthday of legendry singer Bhupen Hazarika (1926–2011), who had broken all borders to prove music is borderless.

Arunachal Pradesh Literary Society president Y D Thongchi and general secretary Tokong Pertin recalled that though multi-lingual and multi-faceted, singer Bhupenda was a globetrotter but he admitted in his autobiography of being nurtured by Adi mothers who breast fed him. His songs lucidly explained the unparalleled natural beauty of rivers, hills, tribes and festivals of Arunachal Pradesh.

“Though Bhupenda’s song would continue to reverberate for times to come, we pray for his departed soul to rest in eternal peace,” said APLS in its message.

 

MCs empowered for garbage management

ITANAGAR, Sept 8: Taking note of the prevailing confusion among the public under municipal area over collection of garbage and solid waste management, the state Govt today clarified that the subject is under the domain of Itanagar Municipal Council (IMC) and Pasighat Municipal Council (PMC) to keep the towns neat  and clean, hygienic and garbage-free.

“The subject of sanitation conservancy, municipal solid waste and garbage management along with all assets and man power has been transferred to Itanagar and Pasighat Municipal Councils respectively as per Govt. Order No.MUN/Estt-04/2012-13 dated 8th August, 2013, and subsequent Orders, No.DUD/Estt-591/2013-14/7579-90 dated 4th Dec, 2013,” said  an official release.

 

Non-payment may hamper revenue target

TEZU, Sept 8: The Department of Public Health Engineering & Water Supply (PHE&WS) is in an odd position to achieve the revenue target fixed by the Government in Tezu division due to default in payment of water bills by various employees and government establishments- both state and central.

In this regard Deputy Commissioner Tamiyo Tatak has issued a circular informing the district Heads of Offices, other office branches of both state and central establishments in Tezu, Sunpura and Wakro for early clearance of their respective pending bills to avoid further action by the appropriate authority which may include penalty and service disconnection against non-payment of their respective water supply bills.

The default institutions include schools, hostels, and offices etc. DIPRO

 

Drug peddlers nabbed

CHANGLANG, Sept 8: Changlang Police yet again apprehended two drug peddlers - a 20 years old girl and her companion a 19 years old boy at Nampahi-II village under Miao Police station, Changlang district on Sept 7.

Acting swiftly on a tip off, a police team led by OC Miao Police station Inspector Lod Tari and members of Women Welfare Association, Miao apprehended the peddler and recovered 10 gms of contraband brown sugar from her possession. Both the peddlers have been taken into custody for further interrogation and a criminal case under NDPS Act has been registered against them.  DIPRO

 

DC cautions against fraudsters

KHONSA, Sept 8: Following the recent complaint received against Reliant (India) Nirman Ltd headed by one Ratan K. Dey and one Nirmal Karmakar for operating ponzi schemes in Tirap and Longding districts, Tirap DC Ravi Jha has cautioned the people to desist from indulging in such fraudulent schemes.

Stating that often agents of such ponzi scheme rackets  try to rope in as many investors as possible under illegal multilevel marketing schemes run with the sole purpose of attracting the gullible public by promising high returns, the DC further asked people to report to the district administration if unscrupulous advertisers or promoters were found anywhere in the district. Awareness campaign on harmful weed conducted

PASIGHAT, Sept 8: All India Coordinated Research Project- Weed Management, Pasighat Centre of the College of Horticulture and Forestry, Central Agricultural University along with agriculture and horticulture students organised Parthenium awareness campaign on August 29 and Sept 8.

During the campaign, Dr Dinesh Sah, Principle investigator and Assistant Professor, Department of Natural Resource Management stressed the importance of eradicating Parthenium weed. He also explained about the harmful effects of weed on human being and environment and demonstrated the mechanical and chemical methods to control Parthenium.

Krishna Singh Tomar, SWO of the college suggested the students to remove the wild growth of Parthenium from surroundings of hostels. Faculty members of the college were present at the demonstration site.

Parthenium hysterophorus is an alien weed introduced in India during 1960s. It causes menace in agricultural field, non cropped area, health, environment and biodiversity.

 

Training of trainers on IPV, PV

ZIRO, Sept 8: Training for the medical officers of General Hospital, various PHCs and CHCs and supporting staff of DPMU of Lower Subansiri district on Inactivated Poliovirus Vaccine (IPV) and Pentavalent Vaccine (PV) was held at the Conference Hall of General Hospital, Ziro recently.

District Medical Officer, Dr. Moli Riba introduced the objectives of the workshop and exhorted all the medical officer in-charges to actively participate in the training for optimal implementation of the IPV and PV which will be totally new to the district and is likely to be implemented from October next. He expressed the hope that the training will capacitate the participants to impart trainings to the technical staff at the grassroots level.

The trainers Dr. Tage Taka SMO (WHO) Itanagar and Dr. Tana dealt in details on IPV and PV during the technical training.

The technical training also comprised of the global and national updates on Polio and its end game strategy, introduction to IPV, PV, revised NIS, cold chain management and open vial policy, revised MCP cards, tracking bag, reporting system of IPV and pentavalent in Health Management Information System and ways and means of conducting training to the vaccinators and mobiliser. Eye Donation Fortnight observed

TEZU, Sept 8: The 30th National Eye Donation Fortnight was observed with a series of programme in Lohit district from Aug 26 to Sept 8.

Essay writing competition on the topic ‘Eye donation and its advantages’ amongst the students of Government Secondary School, Teluliang, radio talks on nobilities of Eye Donation by ophthalmologist of District Hospital, Tezu were some of the highlights of the fortnight observation.

During the awareness meeting at Government Secondary School, Teluliang, Tezu SDO Gautam Hazarika informed the gathering that cornea or eyes can be donated after death. “By donating our eyes after death we can help someone to regain his/her vision to see this beautiful world.”

Stressing the need of preventive measures against blindness and other diseases, he asked the people to avail the facilities provided in the District Hospital for better treatment.

Explaining in detail about Eye Donation, Blindness and its causes and prevention, Dr. A. Wailong said, the National Eye Donation Fortnight is a campaign which aims to create mass public awareness and to pledge their eyes for donation after death.

BJP’s regional Maha Prashikshan Workshop organised

ITANAGAR, Sept 8: The Bharatiya Janata Party (BJP), Arunachal Pradesh has organised a two-day regional “Pt. Deen Dayal Maha Prashikshan Abhiyan Workshop” at Hapoli in Lower Subansiri district on Sept 6 and 7 last.  

During the inaugural session, MLA Tage Taki asked the delegates to take maximum benefits from the training and disseminate the knowledge gained from the workshop to the general people.

State BJP General Secretary and the State Training In-charge Adv. Dominic Tadar explained the importance of the training for party workers. He also highlighted the history and development of BJP.

 

International Literacy day celebrated

CHANGLANG, Sept 8: The 50th International Literacy day was celebrated in a befitting manner in the district headquarters Changlang today.

The programme started with a procession taken out by the teachers and more than 600 students from various schools of Changlang town.

Later addressing a meeting cum cultural programme organised at DIET auditorium, Changlang DAEO, Moli Tato explained the objective of International Literacy Day. Tato has also citied various Govt schemes for eradication of illiteracy.

In his presidential address, DDSE Changlang, Hortum Loyi called upon the teachers and students to work tirelessly to remove illiteracy from the society. He asked them to be well disciplined and keep ready for any work assigned to them and to help the Preraks and block coordinators who are engaged for eradication of illiteracy. DIPRO

 

Free counseling held

ITANAGAR, Sept 8: Four days free education counseling was conducted by Uddan Society at Vivekanda Teaching Institute, Gohpur Tinali, Itanagar from September 4th to 7th. As many as 70 students had attended the counseling from various schools in Capital Complex, stated a release.

 

Plantation drive by students union

ITANAGAR, Sept 8: All East Kameng Students Union (AEKSU) organised a mass plantation drive at Govt ME School, Khenewa, Tourist Lodge and CO's office, Khenewa HQ in collaboration with the Department of Forest & Environment.

The student community and general public of Khenewa Township took active part in the plantation and planted around 130 saplings.

The students’ union explained the importance of trees in providing a healthy and pollution free environment and urged the people to save trees from felling them in the vicinity.

 

AVP conducts medical camps in flood affected areas

ITANAGAR, Sept 8: The workers of Arunachal Vikas Parishad (AVP) along with Dr. DK Pathak, health in-charge rushed to the flood affected Lekang circle of Namsai district and conducted free medical camps recently.

Altogether 227 patients from three villages were treated and given medicines by the team.

District AVP workers, workers from of Patanjali Yog Peeth extended their services and helped the flood affected people in the relief camps.

Two more free health camps were also conducted in Dhemaji district by Dr Ramniwas Mishra and AVP Mahila team of the district.

 

AVP sports competition at Tawang

ITANAGAR, Sept 8: Arunachal Vikas Parishad (AVP) conducted sports competitions at Tawang on Sunday last wherein 162 students/youths from eight schools and nearby villages took part.

Events including 100m, 200m, 1500m, 3000m and relay races, long jump, shot put etc were organised.

The winners will participate in state level competition to be held in Itanagar from November 5 to 8.

 

Dagam village selected for SAGY workshop

DAPORIJO, Sept 8: Dagam village under Lable-IV Gram Panchayat of Taliha block, Upper Subansiri has been named among the 35 participants from across the country to present and showcase their best practices in the Sansad Adarsh Gram Yojana (SAGY) National Level Workshop scheduled at Bhopal from September 21 to 24.

The selection of the village for the national level workshop has added another feather to its already decorated cap.

The village has so far received three National Awards, namely, Nirmal Gram Purashkar 2011-12, Panchayat Shashaktikaran Puraskar 2012-13, Rashtriy Gaurav Gram Sabha Puraskar 12-2013.

The village is free from open defecation and there is toilet for each household, school and there is an Anganwadi centre in the village. Pigsty for pigs and separate places for hens and goats have been constructed for rearing them to avoid old and unhygienic traditional systems of rearing domestic animals in houses.

The workshop would be attended by the Minister of Rural Development, GOI, Chief Minister of Madhya Pradesh, and other dignitaries including Member of Parliaments, Central Ministers, State Government, District Collectors and other organisation across India.

The selection was done through a rigorous selection process where nominations from across the country were invited. After the nomination, on-field verification of the nomination was done in two levels-first by the district official and another by the representative of the Ministry of Rural Development, Govt of India.

Meanwhile, Upper Subansiri Deputy Commissioner Komkar Dulom has lauded the efforts of the villagers and urged others to emulate Dagam Village. He further urged people to come forward for making the vision of ‘Clean Upper Subansiri’ a success. DIPRO

 

AAPWU stage dharna

ITANAGAR, Sept 8: The Tawang and West Kameng units of All Arunachal Pradesh Worker’s Union (AAPWU) staged a dharna demanding settlement of various issues faced by Group C and D employees of various departments.

The sit-in dharna was part of the demonstrations staged at various regions of the state on Monday.

The demands included clearance and immediate release of long-pending arrears, Minimum Assurance Carrier Progression (MACP), Assured Career Progression (ACP) and imposement of golden handshake policy of Auxillary Labour Corps (ALC).

Above 300 employees consisting of ALCs, WCs and casual employees participated in the peaceful dharna led by AAPWU Tawang unit president Rinchin Phuntso at the parade ground, Tawang.  At Bomdila, over 700 workers staged dharna in front of the DC’s Office Complex.

State representative of AAPWU led by Changma Tajo, Secretary General (Hq) and Techi Sakter, General Secretary (Western Zone) participated in the dharna.

AAPWU state unit will initiate future course of actions in case the state government fails to fulfill the demands, informed PD Janchihpa, Zonal Secretary, East/West Kameng and Tawang AAPWU.

 

Book fest held to mark International Literacy Day

ITANAGAR, Sept 8: A book fest was organised at the Newman School at Neotan village in Changlang to mark the International Literacy Day today.

Addressing the students on the occasion, the school’s principal said that according to 2011 census, the literacy rate in India is 74.04 percent, which is a 9.21 percent increase from 2001 (64.83%). While most of the North Eastern states are on the top of the list, Arunachal Pradesh is a bit above the bottom of the list with 66.95 percent of literacy rate, which is even below the national average, he added. While stating that Neotan is the only village in the state with cent percent literacy rate, he exhorted the students to shoulder the responsibility of improving the literacy rate in the state.

The school’s literary club head, Nepha Wangsa also urged the students to inculcate the habit of reading and further hoped that such festivals will help motivate the students to play an important role in the improvement of state’s literacy rate.

 

Landslide damages Pacha hydel project

ITANAGAR, Sept 08: Power Channel of Pacha Hydel (2x1500 kW) in East Kameng District has been damaged by landslide due to heavy and prolonged rainfall.

Pura Tupe, Chief Engineer (Western Zone), DHPD who along with departmental officers inspected the damaged hydel project on Sept 6 directed the field officers to restore the project immediately.

 

ASM Anpum refutes allegation

ITANAGAR, Sept 8: Anchal Samity Member of Anpum, Monitong Mili today refuted that allegations of few organisations and individuals made on social media and local dailies claiming that relief materials are being mismanaged at the village level. Reacting to the allegation, the ASM claimed that the relief materials provided by the state government, local MLA and the MP are being distributed equally to each affected family through Flood Relief Committee headed by ZPM Bimolson Perme. He added that the local administration, the MLA and the MP are in constant touch with the affected people and PRI members and closely monitoring the situation. Mili further retorted that organisations and individuals should refrain from giving any cheap comment without cross-checking and verifying at the ground level. He further added that whoever extends help and contributes relief materials should not be on communal lines rather should hand over the materials to the relief committee for judicious distribution.

 

CoSAAP retracts

ITANAGAR, Sept 8: The Confederation of Service Association of Arunachal Pradesh (CoSAAP) has retracted from its statement where it had said, ‘the employees in non technical field and teachers are not through with service rule. The new rule is deprivation of government employees knowing service rule.’

The CoSAAP executive members have not used the term technical and non technical and did not express that teachers are ignorant of rules rather the term ministerial and non-ministerial employees were used in the statement, its release said claiming the terms to be an error.

The statement was used during a press conference on September 5 last.

 

Training for rural youths concludes

ITANAGAR, Sept 8: A three-week-long capacity building training organised by DBYC, Itanagar in collaboration with Pilar Fathers for the rural youths of Manmao and Nampong cirlces under BADP, concluded at Nampong today.

Addressing the valedictory function, Nampong SDO, K. Tikhak lauded the organisers of the training for the youths of the area and advised the trainees to spread the knowledge that they have gained through the training to others.

St. Xavier’s school’s principal Fr. Rex Fernandez also spoke on the occasion.

Students Union reiterates demand

ITANAGAR, Sept 8: The students union of Dera Natung Govt College has reiterated its demands to the Education Minister to introduce five more buses at DNGC Itanagar claiming that current buses are not sufficient to transport students who are coming from Banderdewa, Doimukh, Nirjuli and Naharlagun. The union also demanded for street light and high mast lighting in the college campus, so that anti-social elements should not take undue advantage in the College campus. It further sought for the separate road for government Polytechnic College adding that IRBN personnel and Polytechnic college students are using the same road.

Organisation seeks spot verification

ITANAGAR, Sept 8: In its representation to the Chief Engineer Power Department, All Kurung Kumey District Youth Organisation has requested the authority to conduct early spot verification of feasible area to set up 132 KV power sub-station at Rite Village under Koloriang. The organisation stated that site should be indentified according to power grid guidelines and should be selected by the board members, a release said.

 

AAC counters CoSAAP statement

ITANAGAR, Sept 8: Countering the CoSAAP statement on withdrawal of NOC for promotion and to avail retirement, Arunachal Against Corruption (AAC) today strongly opposed the statement and urged the Chief Secretary to uphold the standing order.

AAC in its letter addressed to the Chief Secretary claimed that Director Health Service, Dr. Moji Jini has been promoted without obtaining NOC from competent authority. AAC further claimed that the Vigilance Department had issued clearance certificate to that effect of promotion of the officer however it was withdrawn by Vigilance Department after completion of DPC proceedings, a release claimed.

 

Abotani Vidya Niketan celebrates Parent’s day

ITANAGAR, Sep 8: The 13th annual function cum parent’s day of Abotani Vidya Niketan, Old Ziro was celebrated with great pomp and gaiety on Sept 5. Nending Chatung, Additional Deputy Commissioner, Ziro and John Pada, Deputy SP Lower Subansiri attended the function. Mananiya Uttam Ingaley, Vibhag Pracharak RSS, Guchi Tamar, President SMC, Abotani Vidya Niketan GAA and Nani Tatu, Subansiri Vibhag Sanghachalak RSS attended the function as special invitees.

A total of 233 parents beside other dignitaries attended the function. ADC Ziro exhorted the parents not to pressurize their children for great results as all the children are not equally gifted. He appreciated the school authorities for striving hard for all round development of the students. Delivering his speech, DySP John Pada appealed all the parents and guardians present to cooperate with teachers in moulding the career of their children. He appealed the parents to assess the progress of their ward frequently. Earlier the Principal of the School, Khawang Lowang highlighted the activities conducted in the school throughout the year. The students presented a colourful cultural programme comprising dances of various tribes.

 

Double crown for Rasing Football Club

ITANAGAR, Sept 8: Rasing Football Club bagged double crowns in Solung football tournament in Siang district this year after it won both the football titles at Pangin and Boleng.

At Boleng, the team lifted the Yane Mize Memorial Solung Trophy beating 8 PM Football Club 1-0 in the final played on September 3.

At Pangin, it defeated Yeksi Football Club 2-0 on September 5 to win the Solung football title. The tournament was conducted by District Football Association of the newly created district.

 

Arunachalee boy makes it to Arsenal Football Club

ITANAGAR, Sept 08: Arunachal boy Moklan Namchoom made it to the prestigious Arsenal Football Club of England.

Moklan, son of CT Namchoom of Lathao village, Namsai district after graduating from St. Stephen's College, Delhi, did his two year BTEC Level 3 Diploma in Sports from Southgate & Barnet College and City of Westminster College, London.

He was than selected through a competitive interview at international level and was enrolled in Arsenal Football Club as community coach. He then went through internship training cum work at Singapore and Brisbane (Australia) and after completion of the same is now working as full-fledged community coach at Arsenal Soccer School in Ho Chi Minh City, Vietnam.

 

Golden Jubilee celebration of Yazali GHHS

YAZALI, Sep 8: Celebrations of the Yazali Government Higher Secondary School Golden Jubilee year kicked off yesterday with the games and sports competition here.

Celebration organising secretary, Baath Vicky Paar, who inaugurated the competition, informed that a total of eight volleyball teams and ten football teams comprising school alumni are participating in the events.  

Besides cultural events, food and exhibition stalls have also been set up. The two-day celebration will be held from September 24 to 25 next. Chief minister Nabam Tuki is expected to attend the event on the final day.

Minor sexually assaulted at Geku

ITANAGAR, Sept 8: A six year old girl is reported to has been sexually assaulted at a private School in Geku, Upper Siang.

The assaulter, identified as Vasudevan PN, teacher of Liitung Liimang Public School, Geku was attacked by the town dwellers for the alleged offence yesterday.

The school was also ransacked by the agitated people and the school bus damaged.

In-charge SP Upper Siang, Doge Jini informed that the school had been closed for Solung festival and it was the day for the boarders to return to the school. The victim had expressed her reluctance to return to the school making the parents suspicious of any untoward event. When coaxed by her parents, she disclosed the ordeal faced at the hands of the teacher.  

“After that the parents along with other town dwellers came to the school looking for the accused at around two in the afternoon. Not finding the accused, the agitated people ransacked the school building. The accused was later found and physically assaulted,” informed the SP.

He informed that the accused is in a serious condition and has been referred to District Hospital, Pasighat from District Hospital, Yingkiong today.

A case no.33/2015 under Section 376 of IPC RW Section 6 and 4 (Pocso Act) has been registered against the accused.

The principal of the school has also been arrested for his attempt to shield the accused.

Meanwhile, Arunachal Pradesh Women Welfare Society, Geku Unit has strongly condemned the heinous crime and demanded capital punishment for the accused.

It also demanded immediate compensation to the victim.

 

 

Changlang march for justice for murdered college girl

MIAO, Sept 8: The All Changlang District Students Union (ACDSU) today organised a candlelight march simultaneously across the district in collaboration with other civil society organisations to protest and condemn the heinous rape and murder of Late Thuking Tikhak, a first year student of Margherita College.

At Miao, the Miao Sub-Division Youth Organisation organised the event along with Miao Mothers Association, APWWS Miao Unit, APYC, students and Women Association of T.R.Camp, Muklom Elite Society, Muklom Employees Welfare Association, Miao Taxi Union and various SHGs.

About a thousand people participated in the march which started at 4 pm from the General Ground. Prior to start of the march, a two minutes silence was observed in memory of the college girl.

It may be mentioned that the girl from Kamba village in Margherita Sub-Division, Assam was brutally raped and murdered by three labourers, supposedly, illegal immigrants on August 30 when she was returning from college.

Nuruddin Laskar, Sirajuddin Laskar and Faizur Rehman were arrested by Ledo police on August 31, but the voices demanding 'fast tracking' of the trial and ensuring justice to the victim and her family has been growing ever since.

The participants in the candlelight march also carried placards which read 'flush out illegal immigrants'. Adds Jairampur correspondent: The march began from Police Check Post and culminated at GHSS school ground. Expressing their solidarity, more than 1000 people from all walks of life participated in the march.

Prominent leaders of Jairampur subdivision, former ZPC Izmir Tikhak, former minister Komoli Mossang, former ADC Wannot Tikhak, ASC Nobinkam Tikhak and student’s leaders led the candle march procession.

MLA Laisam Simai said, “We will not sit idle until justice is delivered.” He thanked all the students and social organisations of Margherita constituency for their staunch support. “It was because of their support, the turtle pace investigation was hastened by the local police leading to the arrest of the three culprits,” he added.

On August 31, various students’ organisations led by Assam Jatiyabadi Yuva Chatra Parishad blocked the main Highway 32 at Ledo (Assam) in protest against police laxity and their snail-pace investigation. Following the rally, Ledo police expedited the investigation and apprehended three culprits on the evening of September 1. At the time of filling this report, the two main culprits were still at large.

In the meantime, on September 2, more than 2000 students headed by Margherita Students Union and NSUI (Margherita unit) sat on a dharna  in front of the Sub-Divisional Judicial Magistrate Court and Sub-Division Office (Civil) demanding speedy trial of the accused at fast track court and capital punishment for the perpetrators of the crime.

Meanwhile, the National Students’ Union of India (NSUI) Arunachal Pradesh unit today condemned the rape and murder of a girl. The NSUI unit also urged the concern authorities to award exemplary punishment to the culprits.

Expressing concern over the frequent incidents of rape in the state, the NSUI also urged the state Govt to set up fast-track court to deal with the rape cases. It further felt the need of stronger laws for protection of women folk in the society and advocated for free counseling and legal aid to victims of rape.

Garbage and Our Dying Rivers

While launching the Swachh Bharat Abhiyan, a national Clean India Campaign on Gandhi Jayanti last year at Rajghat, Prime Minister Narendra Modi was seen sweeping the road. The image captured the imagination of millions, including Arunachal. For the next few weeks, this daily was inundated with pictures of people, mostly VIPs with brooms. Even Itanagar/Naharlagun, the twin towns of garbage, for a change, looked a little less messy. But sadly, the euphoria did not last long. Soon, people got tired of cleaning up or even posing for pictures.

But the Campaign showed us that if we are sincere and come together for a cause, perhaps there is a way.

More than ever, there is acute need of putting our acts together to keep Arunachal, a state blessed in abundance by nature, free of toxic litters. Thankfully, there are no big industries to pollute the state but non biodegradable bags, wrappers and bottles remains our greatest challenge. You find them all over the state; lofty Sela Pass, in the hills of nature's manicured Ziro and blessed Mechukha. Even our rivers are not spared. We have been so reckless that we have turned our rivers into septic tanks. The worse victims are perhaps Pachin in Nahalagun and mighty Kameng River that flows by Seppa Township.

One can't sit by these Rivers without being afflicted by agonising stench, forget about finding solace.  

Rivers and streams, more so in Towns are clogged, because we don't have the reverence for the precious nature's gift anymore. In Itanagar and Pasighat, the streams within the township are unrecognisable. They just appear like extension of an open drain. If not for ourselves, we owe it to our children that these rivers and streams, which were the lifeline once, are not only cleaned up but allowed to flow free.

So, the recent call by Governor J P Rajkhowa on garbage problem as well as disposal in the state has to be acted upon by the government agencies as well as common citizens.  There has to be concerted effort as well as shared responsibility so that we dont have to step on and jostle with garbage. The twin town leads when it comes to dirt. Itanagar Municipality has failed miserably in its responsibilities to collect and dispose the garbage. There should not have been any excuse for funds, as we have been fed since for so long, because it can raise funds, if it wants to.

The government agencies, perhaps the biggest culprits for not doing enough when it comes to garbage collection as well as disposal need to retrospect. Municipal Solid Waste Management Plant nearby the seat of the government has been lying defunct. End result is dumping of waste along the highway leading to Hollongi, worse still burning all kinds of waste, which is a health risk.  

To start with, sorting out garbage is essential. Dry and wet or organic and non-biodegradable waste needs separation for proper disposal. This can be achieved by involving households and sectors.

Perhaps, the long term approach would be privatisation of collection as well as disposal, because the government institutions have failed completely.  Organisations like Ngunu Ziro, an initiative of few citizens in Ziro, Green Pioneers, consisting of netizens in Itanagar and Environmental Protection Society in Tawang have shown us the way with their consistent effort to keep spaces free of litters.

Others than these organisations, perhaps it is time for few enterprising individuals in the state to come forward to ease the problem of garbage. Many will be more than willing to pay to ensure that garbage is collected and disposed off, the way it should be.

 

 

Check extortion: ACCI, BWC tell traders

10 days ultimatum to DA to book extortionist

ITANAGAR, Sept 8: Traders of the Capital Complex were warned of stern action if found entertaining extortion demands and blackmailing by any organisation by the Arunachal Chamber of Commerce & Industries (ACCI) and Naharlagun Bazar Welfare Committee (BWC) in an extraordinary meeting here today.

Highlighting reasons that prompted shutters down, ACCI president Techi Lala, ACCI general secretary Tarh Nachung, councilor Kipa Takum said that students’ and youth bodies very often come with extortion demands for one reason or other which the traders honour and in turn the rates of commodities rise to compensate the losses for the consumers to bear. The traders always face security threat they said citing murders of Gorakh Nath Gupta in Nirjuli and K P Chacko.

The non-tribal people would ultimately go away but the unsecured situation in the market would persist, if bold measures are not taken now to nip the crimes in the bud to ensure safety and security of traders for the growth of trade & commerce in the state, councilor Takum emphatically said. The meeting unanimously decided to open their shutters from tomorrow morning but served a 10-day ultimatum to the Capital district administration and police to bring the extortionist to book or else they would go for phase-wise market bandh beginning with 72-hours.

Meanwhile, when contacted, Naharlagun police sources informed that they have launched investigation into the case and are hoping to make arrests soon in this regard.

ACCI Chief Adviser Pradeep Kumar called for taking initiative to open carrying & forwarding (C&F) agencies of products & medicines in Arunachal Pradesh. The contribution of traders through tax is huge but is not correctly accounted because of inability of the tax & excise department to install online payment system and weighing machines at entry gates, Kumar said and advocated steps to ensure that paid taxes go to state exchequer.

 

 

State hails Jimjang Deru’s achievement

ITANAGAR, Sept 8: Arunachal Pradesh Governor J P Rajkhowa today expressed his hope and confidence that sportspersons of the state will continue to bring laurels for the State and Nation.

Conveying his best wishes to Jimjang Deru for winning the first Gold Medal for India in the 5th Commonwealth Youth Games, Apia, Samoa, the Governor further said by their outstanding performance, the sports persons of the state will inspire many more talented youths to win laurels for the state in different fields.

Governor also applauded achievements of Arunachal Judokas Teli Jermin, Namdu Lapung and Kamdo Boi in the Sub-Junior National Judo Championship at Vijayawada, Andhra Pradesh and Laa Takum in the All India Sub Junior Ranking Badminton Championship in Gulbarga, Karnataka.

It may be mentioned that the Governor honoured a number of sports personalities of the State for their performance in national and international fields at the Independence Day 2015 ‘At Home’ function held at Raj Bhawan.  Expressing happiness that the new-found enthusiasm in sportspersons of the state is giving results in medals and brining laurels for the state in national and international levels, Chief Minister Nabam Tuki today called upon all sportspersons of the state to aim for the highest. He assured that the state government will always support and provide necessary assistance to them to excel in their respective fields.

In a statement this evening from New Delhi, the Chief Minister showered praises on young weightlifter Jimjang Deru, who added another feather to his cap by winning a Gold in his weight category in the ongoing 5th Commonwealth Youth Games at Apia, Samoa – the first Gold for India in the Championship.

“Young Deru has been showing exemplary consistency in his chosen field of sports. The people of Arunachal Pradesh and the country are proud of him. He has opened up the account for India in the prestigious Championship and I am sure other sportspersons from the country would follow suit,” he said.

The Chief Minister also congratulated Teli Jermin, Namdu Lapung and Kamdo Boi who won Gold and Bronzes respectively in their age categories in the Sub-Junior National Judo Championship in Andhra Pradesh that concluded yesterday. He further congratulated Laa Takum for winning a Bronze in the All India Sub Junior Ranking Badminton Championship being held at Gulbarga, Karnataka.

Meanwhile, the Chief Minister also hailed the Sports Authority of Arunachal, Sports and Youth Affairs department, the Sangey Lhaden Sports Academy and various sports associations for successfully guiding and nurturing young sportspersons of the state.

Arunachal Pradesh Weightlifting Association & Indian  Weightlifting Federation vice president, Abraham K Techi while congratulating Jimjang Deru for winning India’s 1st gold medal at 5th Commonwealth Youth Games said, it is just the beginning and state weightlifters would come up to IWF expectations of meeting India’s aspirations at global level.

All Arunachal Pradesh Students’ Union president Kamta Lapung said that the state’s sports persons are proving their skills. The trio – Jimjang Deru, Laa Tukum and Teli Jermin also deserve applause, he said.

 

 

Forum demands removal of Taloh and Ranjan

ITANAGAR, Sept 8: Arunachal Pradesh Colleges' Forum (APCF) has demanded that Education Minister be dropped from the Tuki Ministry.

It further demanded that Dr. Apurva Ranjan, an Assistant Professor, alleged of corruption be terminated from his job.

If the Chief Minister’s office fails to satisfy our demands on time, ACPF will launch series of democratic movement against the State Government till our demands are met, said a statement.

Claiming that despite submission of memorandum to the Chief Secretary demanding action against the erring teacher, nothing has been done, it said while accusing the Education Minister of protecting the officer by appointing him as PRO in his office. The forum alleged Ranjan of siphoning funds at Tadar Tang College at Nyapin during his posting there and claimed that he is currently availing benefits provided to him at DNGC while, also serving as public relations officer to Education Minister Tapang Taloh.  The forum also demanded that Ranjan be dropped from his position as Taloh's PRO and terminated from his position at the college within seven days failing which it threatened to launch democratic movement.

 

Education Department has said that Dr. Apurva Ranjan, Assistant Professor has never joined as PRO to the Minister Education.

His service as PRO has never been utilised  by the Education Minister, according to a release issued by Under Secretary, Education.

 

It further said that despite tall claims by the State Govt to give top priority to education sector, most of the colleges in the State were lagging in basic amenities.

Expressing concern over the plight of government degree colleges and polytechnics in the state due to lack of manpower and poor infrastructure, Forum has sought intervention of Chief Minister’s intervention.

President, APCF, Techi Raman asserted that as per records at least 573 posts of both teaching and nonteaching staff in 13 colleges of the state are yet to be filled.

He said that despite submission of memorandum to Education Minister for creation of the posts and funds for infrastructure development no initiative has been made yet.

 

 

UGC prog on Gender Issues and Women Rights

ITANAGAR, Sept 8: The two-day UGC sponsored workshop-cum-seminar on “Women Self Defence and Awareness” and “Sensitization on Gender Issues and Women Rights”, organised by the Women’s Cell of Dera Natung Government College ended this afternoon.

Speaking on laws related to the welfare of the women in the country, Senior Advocate Pritam Taffo said that even though there are about 50 legislations related to the rights and safety of women, not many are aware of it. He spoke on the need to make use of legal provisions. He further said that there is acute need to appoint public prosecutors for early disposal of cases.

Former President of Nyishi Nyem Acham, Higio Aruni underscored the need for laws related to property rights for the women in the state. She further said that there is need of legal awareness as well as gender sensitisation.  

Municipal Councilor, Taba Yall Nabam underscored the need for education as well as need of reservation for women in politicians to ensure better participation.

The Convener of the event Tumbom Riba Jomo while addressing the gathering said that crimes against women were numbing. Concerted efforts from all sides were needed to stop growing trend of crimes, she said.

Dr MQ Khan, who chaired the technical session, said that even though women in Arunachal are better placed in terms of gender equality, it was not enough as women in the state continue to be at the receiving end because of their gender.

 

 

AAPSU president urges students to strive for academic excellence

ITANAGAR, Sept 8: All Arunachal Pradesh Students’ Union (AAPSU) President Kamta lapung urged the Arunachalee students studying in Chandigarh to devote their time and energy in study for academic excellence and bright future.

Interacting with the students during the fresher’s social meet organised by Arunachal Students Union Chandigarh, at RA Farm hall, Chandigarh on Sept 6, Lapung urged the students to focus on their study and labour hard to achieve the desired goal in life. He assured to create emergency medical fund for the students studying in Chandigarh as per the request made by them.

AAPSU Spokesperson, Tanya Agu urged the Arunachalee students in Chandigarh to support and cooperate with each other at the time of need and emergency and promote unity and integrity for the greater interest of the society. He also stressed on building moral character and maintaining discipline by the students.

Karnel Singh, President Naya Gaon, Chandigarh also spoke in the programme.

Various cultural programmes and sports competitions were organised as the part of the programme.

Over 500 students from Arunachal Pradesh studying in different colleges and institutes at Chandigarh attended the programme.

 

 

DC urges students to concentrate in study

WAKRO, Sept 8: Lohit Deputy Commissioner Tamiyo Tatak today called upon the student community to pursue their academic career with devotion and cautioned them against drug abuse and other bad habits. He was addressing at the students, teachers, panchayat leaders, Govt officers and youth on the occasion of International Literacy Day at Wakro. “Human life is beautiful and precious. One need to make the most out of the life time to feel a sense of fulfillment,” he said.

Tatak also gave away the Beena Ghose Roy Award for academic excellence to Solina Kambrai, who is the best performer among APST students in government secondary school of Wakro.  While lauding Solina for her performance, the DC exhorted the girl students to excel in life through hard work and determination. He also guided the boys to keep pace and improve their performance.

The DC also met the leaders of Cultural and Literary Society of Mishmi (CALSOM) in the sidelines of the International Literacy Day celebration and assured the CALSOM leaders that Govt will initiate all steps needed to check drug abuse to save the future generation. The DC also visited the Primary Health Centre at Wakro.

Meanwhile, the DC visited the market area and formally announced the “Clean and Green Wakro” campaign spearheaded by social leader Chinmay Panth. Under the programme, Wakro has been divided into six sectors and awareness campaign on cleanliness has already begun. The circle administration has constituted a core committee headed by Chinmay to monitor the progress of the campaign. Plantation drive has been started with the Deputy Commissioner, planting a sapling near the statue of Mahatma Gandhi in the market area.

 

 

Awareness prog on forest and wildlife held

MLA voices against forest loss, stone extraction

BOMDILA, Sept 8: In yet another endeavour to educate and create awareness on the need for preservation and conservation of forest and wildlife in the district, a daylong awareness programme was conducted here today by the Bomdila forest division in collaboration with the NGO Green Saviour.

Addressing the programme, MLA Japu Deru voicing against mindless cutting of forest, earth and extraction of stones said that not only the administration and the department of Forest, but the NGOs, PRI and public leaders, Gaon Buras, officers and the educated youths have a vital role to play in preserving forest and wildlife in the area. He impressed on dissemination of information and asked the department to reach out to the people in the villages too so that afforestation works could be taken up on a large scale.

Deputy Commissioner AK Singh advocated for proper and hygienic disposal of wastes to minimize man-made disasters and to put an end to the practice of hunting and fishing. He attributed rise in human population and the reckless destruction of forest and the animal habitats as major reasons for environmental concerns and called upon all the stakeholders to address the issue jointly.

Divisional Forest Officer Tasso Sira presented a paper on ‘Forest and Environmental education.’ Tackling of environment concern requires personal commitment on the part of every individual, he added.

The technical session saw presentations by C Murli Krishan, research scholar, NERIST, on ‘Benefits of Wildlife and Wildlife Protection Act, ‘Community participation for forest conservation’ by V K Jawal, DFO Bhalukpong and ‘Sacred groves and its protection’ by Lobsang Tsering Tashi, research scholar, NERIST. Thupten Jamba, an Assistant Professor from Government College Bomdila briefed on the ‘Environmental Concerns of India’.

The technical session was followed by the interactive session mostly attended by the HoDs, NGOs, Gaon Buras, PRI and public leaders and the forest officials of the district.

Earlier, the programme began with the cross-country race themed ‘Run to save forests’ in the morning which was flagged-off by the local legislator Japu Deru and Superintendent of Police Dr. A Koan. DIPRO

ROING, Sept 8: Personal health is the best way to improve community health, said Nodal Officer (SAGY) cum Lower Dibang Valley Deputy Commissioner Ravi Dhavan.

Addressing the villagers of the adopted Kera-aa Ati Aadarsh village under Mayu-II Gram Panchayat, the Deputy Commissioner emphasised for good health and sanitation practices by all to improve community health. He informed that the process for installation of street lights in the village is on which will help prevent anti-social activities.

He also visited the adopted model village Kera-aa Ati after taking part in an avenue plantation along local MLA and Parliamentary Secretary Mutchu Mithi organised in the village under SAGY (Saansad Aadarsh Gram Yojana).

MLA Mutchu hailed the mass participation of the villagers in the development activities.

Since activities under the SAGY will start in full-swing from now onwards quality development can only be assured with the full and active cooperation of the villagers, said Mithi.

He said priority will be given to the proposal of the village committee for a CC road in the village. Observing the narrow road of the village, he advised the villagers to spare a little land for widening it.

The Kera-aa Ati Welfare Committee urged the villagers to focus on overall development through this programme.

"We should take the full advantage of the SAGY programme and try our level best to make the village a true model village. To achieve this goal, we should also give equal focus on maintaining good personal hygiene, making ourselves self reliant with judicial and efficient use of resources available, said the Committee.

Charge Officer of SAGY DPO M Dirchi, ASM Mayu-II Misa Linggi and ASCO RWD Ahmed also participated in the programme.

 

 

NPCI hosts e-payment literacy workshop

ITANAGAR, Sept 8: National Payments Corporation of India (NPCI), the umbrella organisation for all retail payment system in the country organised ‘e-Payments Literacy Workshop’ at Naharlagun on the occasion of World Literacy Day.

Participants were familiarised with customs of ATMs and its numerous features like cash withdrawal, balance enquiry, mini statement enquiry etc. Consumer redressal advices and other precautionary tips on PIN change and fund transfer were demonstrated. Security tips like mobile number registration, seeding Aadhaar with bank and LPG subsidy process were also presented. Payment solutions through RuPay card at PoS, e-commerce, ATMs channels were encouraged along with NPCI’s customer friendly fund transfer services.

Akshay Kumar, Chairman, APRB released a ‘smart payments’ e-book manual that was presented to banks across all locations by NPCI officials in  presence of  Ngurang Pinch, Chairman, Arunachal Pradesh Agriculture Marketing Board, Likha Tara, Vice President, All India  Karate Association and Jagdish, AGM, Arunachal RO,NABARD.  

The booklet contains 136 basic, relevant and easy to understand FAQs on ATM transactions, RuPay Debit Cards, PoS Usage, e-commerce transactions, IMPS (Immediate Payment Service), AEPS (Aadhaar Enabled Payment Service). The process and procedures through FAQs have been divided into five sections based on combination of payment products and NPCI’s services like NFS (National Financial Switch), Debit Card, IMPS, AEPS and APBS (Aadhaar Payment Bridge System) which are meant to address the basic challenges faced by the consumers.

Ram Rastogi, Vice President and Head, IMPS, NPCI, said, “Digital and smart banking systems will be accessible even in the most remote corner of our country; our initiative is to tap consumers belonging to all sections of the society and elevate their banking experience. Every citizen should be empowered with technologically-advanced banking facilities and should be eventually brought under the umbrella of mainstream banking.

This workshop aimed at motivating all our stakeholders and consumers to optimally utilise state of the art payment products that are designed to suit the customised needs of customers from different strata of the society.”   

Rastogi also said, “Regional Rural Banks (RRBs) have been playing a vital role in financial inclusion. Now that they have technical infrastructure and access to various payments systems through NPCI, all efforts need to be made to make their customers aware of the facilities available. Financial Literacy for these customers has the potential to bridge “India” with “Bharat”.

Cumulative sessions on the same lines have been envisioned to accelerate the Digital India initiative to transform India into a less-cash economy and mark a positive difference in the payments ecosystem. NPCI has been on the forefront to introduce several safe, secure and simple means of payments for customers and has been actively empowering its stakeholders. It is now willing to educate elementary banking fundamentals to fresh entrants and encourage usage of electronic payments in everyday lives.

National Payments Corporation of India (NPCI), which has been set up in 2009 as the central infrastructure for various retail payment systems in India, was envisaged by the Reserve Bank of India as the payment utility for all banks in the country.

During the last five years, the organisation has grown multifold from 2 million transactions a day to 20 million transactions now. From a single service of switching of inter-bank ATM transactions, the range of services have grown to Cheque Clearing, Immediate Payments Service money transfer (24x7), Automated Clearing House, Electronic Benefit Transfer and a domestic card payment network named ‘RuPay’ to provide an alternative to international card schemes. Currently there are 190 plus Million RuPay cards in the country.

In Arunachal Pradesh, the two target centres are Naharlagun and Pasighat. However, the e-Payment Literacy Workshop in Pasighat centre could not be conducted due to heavy downpour of rainfall followed by flood in our neighbouring state of Assam.

Take cue from Indian Muslim

 

At a time when the whole world is facing problems due to the trouble created by Islamic state terror group, the Indian Muslim community is showing way to the rest of world by issuing fatwa against the IS. Over 1,050 Indian Islamic scholars and clerics have issued fatwa against IS and described its acts and actions as against the basic tenets of Islam.This is the first time that such a large number of religious leaders and Imams have issued a joint fatwa against Islamic State - also known as Daesh - which has unleashed a reign of terror in the Middle East, killing thousands of innocent people.

The decision of Indian Muslim to come out open and vocally oppose the activities of Islamic State group should send strong message to the rest of the world. India is the second most Muslim populated nation in the world. Therefore when Indian Muslim comes out and denounces IS, sure Muslim community from other parts of world will take note of it.   Due to the atrocities unleashed by IS, thousands of people are fleeing from Syria and Iraq where they have captured large parts of country. Hundreds of refugees are dying while trying to reach Europe. The Muslim community will have to confront IS and denounce them just like way the Indian Muslims have done.   The ideology followed by Islamic State group is against humanity.

BSNL synonyms for weakest service

Dear Editor,

Through the column of your esteemed daily, I would like to express my annoyance over weak broadband service being provided by Bharat Sanchar Nigam Limited (BSNL) telecom in Capital Complex. BSNL boast of providing 3 Mb/sec. broadband services but in reality, nothing is there as they claimed. Every year, BSNL talk about up-gradation of services but every time their service degrades whether it is cellular calls or broadband service.

Even it is heard that BSNL employees prefer to use other private Cellular services (Network) than BSNL. Since last few months, the speed of BSNL broadband has not been above 0.3 kb/sec.

When I complained about the poor speed of broadband to the BSNL’s higher authority stationed at Itanagar on 11th Aug.’ 2015, the official who attended my complaint, assured me that the broadband speed will be increased in two days. But those two days turned into a month and still I am hardly browsing internet at the speed of 0.01 to 0.3 kb/sec. And the most disheartening thing is that at the end of this month too, I have to pay the fixed usage bill of not less than Rs. 1000.

Hence, once again I request BSNL of Arunachal Pradesh to provide better service to its valued customers.

Is Arunachal ready for ADCs?

Dear Editor,

Over the years, the Govt of Arunachal Pradesh has repeatedly claimed to represent the ‘long standing’ demand of the people of state. But it seems that it is yet another piece of game played upon the innocence of the common people by those who are in power. It is well known that the statehood for an immature Arunachal Pradesh was demanded for petty boost of power, above the power given to the representatives in union territories. Demand for the autonomous councils is yet another joystick for power-capturing by a few vested politically indulgent individuals.

The district council imposes a stricture on the democratic institution in the name of the protection of the customary norms, conferring the powerful individuals to hold the offices of power. Studies have suggested that the Autonomous District Councils (ADC) have failed to achieve their objectives led by immense corruption and curbing of democratic institutions. The ADCs in the North Eastern states have fared far behind the regions with grassroots democracy in place. If that is so, when corruption is rampant in Arunachal, is it good to implement the ADC status?

Strategically, Patkai ADC represents population under “any Naga tribe” in Arunachal Pradesh. When there is an ongoing immense debate on the issue of territorial integrity of Arunachal on one hand and of Nagalim on other hand, the tackling needs immense care.

Question arises in mind if there is a larger game going on where a situation is created so that these districts fall, at a later time, within the Naga zone as perceived by NSCN (various). Mon region too represents a similar dilemma with the Chinese arguing that the state falls under their territory. It is only clear that the separation of a Buddhist prevalent region from the rest would jeopardize the Indian as well as Arunachal’s argument of the integrated diversified whole of the state’s as well as nation’s culture.

Particularly on this matter, which is of a grave instance, a larger debate is required than political gimmicks within the legislature. It is time that a question is posed to the Government that when the larger student body has argued against the formation of the two ADCs, with resistances only from those holding offices bearing administrative and political power, why is it that the implementation of the ADCs over these two regions been reiterated several times without holding and in fact without supporting, extensive academic debate on the issue.

Let us join colleges

Dear Editor,

Through the column of your esteemed daily, I would like to disclose my profound grievance over the delay in conduction of Arunachal Pradesh Joint Entrance Exam counselling.  The medical seats are to be allotted by the Government of India but it is being delayed so much that the selected candidates are running out of patience.

In fact it’s being told to us by our seniors those who are pursuing MBBS degree in various medical collages that we are already late by one and half month.

Hence I would like to request the Directorate of Higher Education to pursue with government of India to allocate the seats as soon as possible to avoid any inconvenience during admission procedure.

Every day we have been going and enquiring since last two or three months. Perhaps the receptionist at the Directorate Office may also get annoyed with us and we are also tired.
