Drug peddlers nabbed
CHANGLANG, Sept 8: Changlang Police yet again apprehended two drug peddlers -

During the campaign, Dr Dinesh Sah, Principle investigator and Assistant Professor, Department of Natural Resource Management stressed the importance of eradicating Parthenium weed. He also explained about the harmful effects of weed on human being and environment and demonstrated the mechanical and chemical methods to control Parthenium.

TEZU, Sept 8: The 30th National Eye Donation Fortnight was observed with a series of programme in Lohit district from Aug 26 to Sept 8.
Essay writing competition on the topic ‘Eye donation and its advantages’ amongst the students of Government Secondary School, Teluliang, radio talks on nobilities of Eye Donation by ophthalmologist of District Hospital, Tezu were some of the highlights of the fortnight observation.
During the awareness meeting at Government Secondary School, Teluliang, Tezu SDO Gautam Hazarika informed the gathering that cornea or eyes can be donated after death. “By donating our eyes after death we can help someone to regain his/her vision to see this beautiful world.”

Book fest held to mark International Literacy Day
ITANAGAR, Sept 8: A book fest was organised at the Newman School at Neotan village in Changlang to mark the International Literacy Day today.
Addressing the students on the occasion, the school’s principal said that according to 2011 census, the literacy rate in India is 74.04 percent, which is a 9.21 percent increase from 2001 (64.83%). While most of the North Eastern states are on the top of the list, Arunachal Pradesh is a bit above the bottom of the list with 66.95 percent of literacy rate, which is even below the national average, he added. While stating that Neotan is the only village in the state with cent percent literacy rate, he exhorted the students to shoulder the responsibility of improving the literacy rate in the state.
The school’s literary club head, Nepha Wangsa also urged the students to inculcate the habit of reading and further hoped that such festivals will help motivate the students to play an important role in the improvement of state’s literacy rate.

ITANAGAR, Sept 8: Countering the CoSAAP statement on withdrawal of NOC for promotion and to avail retirement, Arunachal Against Corruption (AAC) today strongly opposed the statement and urged the Chief Secretary to uphold the standing order.

Minor sexually assaulted at Geku

ITANAGAR, Sept 8: A six year old girl is reported to has been sexually assaulted at a private School in Geku, Upper Siang.
The assaulter, identified as Vasudevan PN, teacher of Liitung Liimang Public School, Geku was attacked by the town dwellers for the alleged offence yesterday.
The school was also ransacked by the agitated people and the school bus damaged.

“After that the parents along with other town dwellers came to the school looking for the accused at around two in the afternoon. Not finding the accused, the agitated people ransacked the school building. The accused was later found and physically assaulted,” informed the SP.

Garbage and Our Dying Rivers

While launching the Swachh Bharat Abhiyan, a national Clean India Campaign on Gandhi Jayanti last year at Rajghat, Prime Minister Narendra Modi was seen sweeping the road. The image captured the imagination of millions, including Arunachal. For the next few weeks, this daily was inundated with pictures of people, mostly VIPs with brooms. Even Itanagar/Naharlagun, the twin towns of garbage, for a change, looked a little less messy. But sadly, the euphoria did not last long. Soon, people got tired of cleaning up or even posing for pictures.
But the Campaign showed us that if we are sincere and come together for a cause, perhaps there is a way.
More than ever, there is acute need of putting our acts together to keep Arunachal, a state blessed in abundance by nature, free of toxic litters. Thankfully, there are no big industries to pollute the state but non biodegradable bags, wrappers and bottles remains our greatest challenge. You find them all over the state; lofty Sela Pass, in the hills of nature's manicured Ziro and blessed Mechukha. Even our rivers are not spared. We have been so reckless that we have turned our rivers into septic tanks. The worse victims are perhaps Pachin in Nahalagun and mighty Kameng River that flows by Seppa Township.
One can't sit by these Rivers without being afflicted by agonising stench, forget about finding solace.
Rivers and streams, more so in Towns are clogged, because we don't have the reverence for the precious nature's gift anymore. In Itanagar and Pasighat, the streams within the township are unrecognisable. They just appear like extension of an open drain. If not for ourselves, we owe it to our children that these rivers and streams, which were the lifeline once, are not only cleaned up but allowed to flow free.
So, the recent call by Governor J P Rajkhowa on garbage problem as well as disposal in the state has to be acted upon by the government agencies as well as common citizens. There has to be concerted effort as well as shared responsibility so that we dont have to step on and jostle with garbage. The twin town leads when it comes to dirt. Itanagar Municipality has failed miserably in its responsibilities to collect and dispose the garbage. There should not have been any excuse for funds, as we have been fed since for so long, because it can raise funds, if it wants to.
The government agencies, perhaps the biggest culprits for not doing enough when it comes to garbage collection as well as disposal need to retrospect. Municipal Solid Waste Management Plant nearby the seat of the government has been lying defunct. End result is dumping of waste along the highway leading to Hollongi, worse still burning all kinds of waste, which is a health risk.
To start with, sorting out garbage is essential. Dry and wet or organic and non-
Perhaps, the long term approach would be privatisation of collection as well as disposal, because the government institutions have failed completely. Organisations like Ngunu Ziro, an initiative of few citizens in Ziro, Green Pioneers, consisting of netizens in Itanagar and Environmental Protection Society in Tawang have shown us the way with their consistent effort to keep spaces free of litters.
Others than these organisations, perhaps it is time for few enterprising individuals in the state to come forward to ease the problem of garbage. Many will be more than willing to pay to ensure that garbage is collected and disposed off, the way it should be.

Forum demands removal of Taloh and Ranjan
ITANAGAR, Sept 8: Arunachal Pradesh Colleges' Forum (APCF) has demanded that Education Minister be dropped from the Tuki Ministry.
It further demanded that Dr. Apurva Ranjan, an Assistant Professor, alleged of corruption be terminated from his job.
If the Chief Minister’s office fails to satisfy our demands on time, ACPF will launch series of democratic movement against the State Government till our demands are met, said a statement.
Claiming that despite submission of memorandum to the Chief Secretary demanding action against the erring teacher, nothing has been done, it said while accusing the Education Minister of protecting the officer by appointing him as PRO in his office. The forum alleged Ranjan of siphoning funds at Tadar Tang College at Nyapin during his posting there and claimed that he is currently availing benefits provided to him at DNGC while, also serving as public relations officer to Education Minister Tapang Taloh. The forum also demanded that Ranjan be dropped from his position as Taloh's PRO and terminated from his position at the college within seven days failing which it threatened to launch democratic movement.
Education Department has said that Dr. Apurva Ranjan, Assistant Professor has never joined as PRO to the Minister Education.
His service as PRO has never been utilised by the Education Minister, according to a release issued by Under Secretary, Education.
It further said that despite tall claims by the State Govt to give top priority to education sector, most of the colleges in the State were lagging in basic amenities.
Expressing concern over the plight of government degree colleges and polytechnics in the state due to lack of manpower and poor infrastructure, Forum has sought intervention of Chief Minister’s intervention.
President, APCF, Techi Raman asserted that as per records at least 573 posts of both teaching and nonteaching staff in 13 colleges of the state are yet to be filled.
He said that despite submission of memorandum to Education Minister for creation of the posts and funds for infrastructure development no initiative has been made yet.

He spoke on the need to make use of legal provisions. He further said that there is acute need to appoint public prosecutors for early disposal of cases.
Former President of Nyishi Nyem Acham, Higio Aruni underscored the need for laws related to property rights for the women in the state. She further said that there is need of legal awareness as well as gender sensitisation.
Municipal Councilor, Taba Yall Nabam underscored the need for education as well as need of reservation for women in politicians to ensure better participation.
The Convener of the event Tumbom Riba Jomo while addressing the gathering said that crimes against women were numbing. Concerted efforts from all sides were needed to stop growing trend of crimes, she said.
Dr MQ Khan, who chaired the technical session, said that even though women in Arunachal are better placed in terms of gender equality, it was not enough as women in the state continue to be at the receiving end because of their gender.
AAPSU president urges students to strive for academic excellence

ITANAGAR, Sept 8: All Arunachal Pradesh Students’ Union (AAPSU) President Kamta lapung urged the Arunachalee students studying in Chandigarh to devote their time and energy in study for academic excellence and bright future.
Interacting with the students during the fresher’s social meet organised by Arunachal Students Union Chandigarh, at RA Farm hall, Chandigarh on Sept 6, Lapung urged the students to focus on their study and labour hard to achieve the desired goal in life. He assured to create emergency medical fund for the students studying in Chandigarh as per the request made by them.
AAPSU Spokesperson, Tanya Agu urged the Arunachalee students in Chandigarh to support and cooperate with each other at the time of need and emergency and promote unity and integrity for the greater interest of the society. He also stressed on building moral character and maintaining discipline by the students.

WAKRO, Sept 8: Lohit Deputy Commissioner Tamiyo Tatak today called upon the student community to pursue their academic career with devotion and cautioned them against drug abuse and other bad habits. The DC also met the leaders of Cultural and Literary Society of Mishmi (CALSOM) in the sidelines of the International Literacy Day celebration and assured the CALSOM leaders that Govt will initiate all steps needed to check drug abuse to save the future generation. Meanwhile, the DC visited the market area and formally announced the “Clean and Green Wakro” campaign spearheaded by social leader Chinmay Panth. Under the programme, Wakro has been divided into six sectors and awareness campaign on cleanliness has already begun. The circle administration has constituted a core committee headed by Chinmay to monitor the progress of the campaign. Plantation drive has been started with the Deputy Commissioner, planting a sapling near the statue of Mahatma Gandhi in the market area.

BSNL synonyms for weakest service

Through the column of your esteemed daily, I would like to express my annoyance over
weak broadband service being provided by Bharat Sanchar Nigam Limited (BSNL) telecom
in Capital Complex. BSNL boast of providing 3 Mb/sec. broadband services but in reality,
nothing is there as they claimed. Every year, BSNL talk about up-
Even it is heard that BSNL employees prefer to use other private Cellular services (Network) than BSNL. Since last few months, the speed of BSNL broadband has not been above 0.3 kb/sec.
When I complained about the poor speed of broadband to the BSNL’s higher authority stationed at Itanagar on 11th Aug.’ 2015, the official who attended my complaint, assured me that the broadband speed will be increased in two days. But those two days turned into a month and still I am hardly browsing internet at the speed of 0.01 to 0.3 kb/sec. And the most disheartening thing is that at the end of this month too, I have to pay the fixed usage bill of not less than Rs. 1000.
Hence, once again I request BSNL of Arunachal Pradesh to provide better service to its valued customers.

Is Arunachal ready for ADCs?

Over the years, the Govt of Arunachal Pradesh has repeatedly claimed to represent
the ‘long standing’ demand of the people of state. But it seems that it is yet another
piece of game played upon the innocence of the common people by those who are in
power. It is well known that the statehood for an immature Arunachal Pradesh was
demanded for petty boost of power, above the power given to the representatives in
union territories. Demand for the autonomous councils is yet another joystick for
power-
The district council imposes a stricture on the democratic institution in the name of the protection of the customary norms, conferring the powerful individuals to hold the offices of power. Studies have suggested that the Autonomous District Councils (ADC) have failed to achieve their objectives led by immense corruption and curbing of democratic institutions. The ADCs in the North Eastern states have fared far behind the regions with grassroots democracy in place. If that is so, when corruption is rampant in Arunachal, is it good to implement the ADC status?
Strategically, Patkai ADC represents population under “any Naga tribe” in Arunachal Pradesh. When there is an ongoing immense debate on the issue of territorial integrity of Arunachal on one hand and of Nagalim on other hand, the tackling needs immense care.
Question arises in mind if there is a larger game going on where a situation is created so that these districts fall, at a later time, within the Naga zone as perceived by NSCN (various). Mon region too represents a similar dilemma with the Chinese arguing that the state falls under their territory. It is only clear that the separation of a Buddhist prevalent region from the rest would jeopardize the Indian as well as Arunachal’s argument of the integrated diversified whole of the state’s as well as nation’s culture.
Particularly on this matter, which is of a grave instance, a larger debate is required than political gimmicks within the legislature. It is time that a question is posed to the Government that when the larger student body has argued against the formation of the two ADCs, with resistances only from those holding offices bearing administrative and political power, why is it that the implementation of the ADCs over these two regions been reiterated several times without holding and in fact without supporting, extensive academic debate on the issue.

Dear Editor,
Through the column of your esteemed daily, I would like to disclose my profound grievance over the delay in conduction of Arunachal Pradesh Joint Entrance Exam counselling. The medical seats are to be allotted by the Government of India but it is being delayed so much that the selected candidates are running out of patience.
In fact it’s being told to us by our seniors those who are pursuing MBBS degree in various medical collages that we are already late by one and half month.
Hence I would like to request the Directorate of Higher Education to pursue with government of India to allocate the seats as soon as possible to avoid any inconvenience during admission procedure.
Every day we have been going and enquiring since last two or three months. Perhaps the receptionist at the Directorate Office may also get annoyed with us and we are also tired.
